Transport Canada (TC) is responsible for developing safety standards and regulations. TC works to ensure safe, secure, efficient, and environmentally responsible transportation systems.
Dangerous Goods as defined by the Transportation of Dangerous Goods (TDG) Act, 1992 are products, substances or organisms included by its nature or by the regulations in any of the classes listed in the schedule.
The schedule to the TDG Act identifies nine classes of dangerous goods as follows:
- Class 1 - Explosives, including explosives within the meaning of the Explosives Act
- Class 2 - Gases; compressed, deeply refrigerated, liquefied or dissolved under pressure
- Class 3 - Flammable and combustible liquids
- Class 4 - Flammable solids; substances liable to spontaneous combustion; substances that on contact with water emit flammable gases
- Class 5 - Oxidizing substances; organic peroxides
- Class 6 - Poisonous (toxic) and infectious substances
- Class 7 - Radioactive materials and radioactive prescribed substances within the meaning of the Atomic Energy Control Act
- Class 8 - Corrosives
- Class 9 - Miscellaneous products, substances or organisms considered by the Governor-in-Council to be dangerous to life, health, property or the environment when handled, offered for transport or transported and prescribed to be included in this class.
The Halifax Port Authority (HPA) is mandated to ensure the legislation is being adhered to. In respect to the guidelines surrounding the movement of Class 1, 5.1 (Ammonium Nitrate) and 7 dangerous goods through marine facilities, advance authorization (at least 24 hours) shall be requested, and a permit approval received prior to the vessel visit.

A Transportation of Dangerous Goods Guide has been prepared, on behalf of the Halifax Port Authority, as a reference only for importing and exporting dangerous goods within the Port of Halifax. It is the responsibility of the shipper, carrier and/or consignor to understand and abide to the Transportation of Dangerous Goods Act, 1992 when transporting goods in all areas of Canada.
